Speechmatics Speech-to-Text Transcription Deployed for a Multilingual Society

Deploying speech recognition technology in Singapore requires more than supporting multiple languages. Conversations often involve a blend of English, Mandarin, Malay, Tamil and Singlish, taking place in environments where background noise, overlapping speakers and local accents can affect transcription accuracy. To address these challenges, a customised speech recognition solution was developed to better understand and transcribe Singaporean speech in operational settings.

From Proof-of-Concept to Deployment in Public Safety

The project began with the development of a transcription engine capable of recognising Singaporean language patterns and colloquial speech, including Singlish. The solution was designed specifically to perform reliably in challenging acoustic conditions, where conventional speech recognition systems may struggle.

By tailoring the technology to local speech characteristics, the deployment demonstrated the potential for more accurate speech-to-text capabilities in Singapore's unique linguistic environment. This created a strong foundation for broader adoption and future enhancements.

Expanding Multilingual Capabilities

Following the success of the initial deployment, the project evolved into a larger-scale initiative focused on building a comprehensive language pack that supports Chinese, Malay and Tamil alongside English. The expansion aims to enable more inclusive and effective speech recognition across a wider range of operational use cases.

The multilingual capability is particularly valuable in Singapore, where users routinely switch between languages and dialects in everyday communication. By capturing these nuances more effectively, the solution improves the accuracy and usability of speech-driven workflows.

A Partnership Bridging Global Technology and Local Expertise

The deployment brought together the strengths of multiple partners. Through the SPI Framework, Knovel Engineering worked alongside xData to adapt Speechmatics' speech recognition technology for local requirements.

The collaboration combined advanced speech AI capabilities with an understanding of Singapore's linguistic and operational context. This partnership approach enabled the solution to be fine-tuned beyond standard language models, ensuring that it could perform effectively in the environments and scenarios for which it was intended.

Supporting Public Sector Innovation

The expanded language pack is being developed to support end users within Singapore's public sector, including the Singapore Police Force (SPF) and Singapore Prison Service (SPS). By improving the accuracy of multilingual speech transcription, the solution has the potential to streamline the processing of spoken information while making speech intelligence more accessible and actionable. 

Enabling the Next Generation of Speech Intelligence

The project showcases how speech recognition technology can be successfully deployed when solutions are designed around real-world user needs. By combining Speechmatics' speech intelligence platform, xData's implementation expertise and Knovel Engineering's role in facilitating innovation and deployment, the collaboration is helping to advance speech technology that works for Singapore's diverse linguistic landscape.
