Our team is made up of experienced professionals with deep expertise in public safety and tech innovation, and we sit alongside our counterparts in Singapore’s public safety agencies to conduct mission-centric innovations for real-world impact.
We know how to put the best deep-tech solutions into the hands of those who need them most.

Our innovation work spans across public and private sectors; local and international borders. We help end-user agencies create and deliver innovation programmes, platforms, and partnerships centred around challenge-solution fit to create impact where it matters most.
Our innovation approach is intentionally mission-driven: This enables us to focus our efforts on ideas and solutions that generate outcomes of greatest impact, and orients resources towards opportunities and collaborations in alignment to the North Star.
To create a seamless innovation pipeline from challenge to deployment, we align the needs of stakeholders on both fronts – challenge owners to define the boundaries within which the innovation initiatives take shape, and the necessary integration mechanisms to secure the longevity of successfully validated deep-tech start-up solutions.
Hatch delivers the innovation centre capability for HTX, acting as an essential bridge between Singapore’s public safety Home Team community and the global start-up innovation ecosystem. As part of this service, a suite of innovation programmes, tech scouting, insight reports, end-user engagements, and post-programme advisory were created to holistically cultivate HTX’s innovation capacity, and to see innovation streams to deployment.

The engine that drives innovation for impact. Hatch designs innovation programmes that help public safety organisations access and validate technologies globally. Depending on the innovation appetite and goal of the organisation, the programmes can be structured to look at nascent, high potential or growth, or best-fit technologies, and can be focused on specific ecosystems or span globally.

The foundation of impactful innovation. Hatch engages end-users and relevant operational stakeholders across the innovation process to ensure necessary buy-in and alignment. The process starts with scoping user-defined needs via our challenge discovery workshops, after which challenges are prioritised and funnelled into the most appropriate innovation workstreams.

The fuel that runs innovation cycles. Hatch cultivates a trust-based working relationship with start-ups in its programme and alumni to accelerate the tech co-development process. The Hatch point-of-contact offers a clear line of communication that supports alignment with end-users and surfaces any relevant internal opportunities for cross-pollination.

The map that orients innovations towards the destination. Hatch created approved frameworks to streamline funding and trialling of innovation projects in HTX, allowing public sector challenge owners to move at pace with the external innovation ecosystem. Post-programme innovation advisory is also rendered to move projects towards deployment.
Innovation requires knowing how to access and target the right solutions – for those who need it, and when it matters most. Hatch specialises in delivering tech scouting with research-driven precision, grounded in real-world needs and consideration.
We conduct in-depth analysis of emerging and high-impact technologies within the context of public safety. Formatted in an accessible primer for operational stakeholders and technical experts alike to uncover innovation opportunities, these reports include recent developments and key players to aid decision-making.
We evaluate and analyse signals from emerging and frontier technologies for strategic intelligence. Early indicators or shifts in trends are consolidated across market and tech developments, evolutions in public safety threats, and policy changes to anticipate future opportunities and challenges.
We assess and select global start-ups with deep-tech solutions of high potential for public safety impact. Instead of looking at technologies in isolation, Hatch surfaces start-ups, spin-outs, and scale-ups with innovations that can be adapted to specific public safety use-cases – augmenting the requesting agency’s capabilities.
We run systematic forecasting of future challenge scenarios and the prediction of impact areas where technologies can work together organically to amplify one another. Through the anticipation of tomorrow’s challenges, public safety leaders can develop holistic tech strategies where individual solutions are integrated to keep innovations resilient and future-ready.

Expand beyond local networks through access to regional and global innovation ecosystems, creating new opportunities for collaboration, learning, and business growth.
Increase your exposure by participating in curated events, startup showcases, and demo days that connect you with potential customers, partners, investors, and industry leaders.
Conducting effective innovation goes beyond technology – it is just as much about finding and working with the right people. We understand the importance of collaborating with innovation stakeholders globally who share our mission, and build deep community-based networks to push the boundaries of public safety together.

The nature of our work means we work globally, even if most of our challenge owners are in Singapore and Asia. We use our six global hub networks and in-country nodes to help end-user agencies access and explore international tech ecosystems to discover untapped innovation opportunities.
Knowing the relevant and suitable counterparts to engage with can be difficult. We are connected with public safety decision-makers and leading innovation ecosystems globally, and can help you engage relevant parties to help strengthen innovation pipelines and improve success rates.
Exploring an ecosystem effectively requires more than desktop research. We organise yearly trips to leading global innovation and tech ecosystems for learning and scouting. These trips are specifically tailored to user-defined needs, and offer a cross-sectional overview of these ecosystems and their key players.
Engaging with the global public safety and innovation ecosystem is essential to find the right innovators and build credibility. We host events and mixers, often with select in-country partners, to bring together a curated mix of stakeholders across the innovation pipeline to spark conversations worth remembering.
